Abstract: At present time a new type of educational institutions is being established both in Russia and the Ukraine. Instead of centralized system of higher education the new infrastructure of education institutes based on both state technical universities and newly appeared non-state institutions found their own place on the market of educational service. In this process technical universities tends to transfer into traditional classical universities that provide wide range of courses: technical and humanitarian. To be competitive on the educational market these establishments should have the most diversified cooperation and collaboration. For universities in the south of Russia and in the east of the Ukraine, that have their own curriculum, a number of courses, financial and personal base, there appears a complex task of developing the principles of intensive and profitable cooperation in the sphere of educational service. As an example of innovation in solving this task we may consider the ”Russian-Ukrainian University” that was established by agreement of Taganrog state University of Radio Engineering and Donetsk State Technical University. The activity of these universities in such innovation form allows students of both countries to get education in Russian or Ukrainian universities and also to take additional courses in each of them. Such associations of universities, treated as innovative forms of regional and international cooperation, allows to make considerable contribution of these educational institutions in promoting the development of the regions.

The existed centralize system of state educational activity, with development of new social and economical processes in modern Russia, have set up a problem of changing the population demands on education to the regional principle. This fact accelerates an affluence of freshmen students in regional Universities, Institutes and Colleges. Therefore, the entire circle of educational system: from entrance to University, professional development there and graduation which leaded to allocation of student to the different state industrial companies, have been broken down and stopped the existence of centralize system in practice. An another new minimization of expenses principal has replaced the old one. This principle is realized for citizens in a form of education in near-by situated regional Universities, Institutes and Colleges. In this case, current situation governs several processes in the field of education and professional activities on different levels. One of them is the development of entire circle for a whole educational activity on regional and territorial attributes. The process demanded to create foundation of analysis to get necessary conclusions and recommendations for perception of organization aspects for mentioned structures. We also undertook attempts to elaborate methods, principles and organization of whole educational structures for concrete territory or region. As a result, it would be better to notice the following schemes of interaction for educational structures. First of them – is a vertical structure, which is better corresponded to centralize system in past and which provide interaction of educational structures along ”vertical subordination line” now. In most cases, the state system of education (from schools of low level and their managers till central structures) is realized on this principle. The next scheme is association. Acceptance of association has deeply increased by cause of regional activity of different educational institutes. Association provides interaction of educational structures along ”horizontal line”. Therefore, it keeps unchanged individual particularities and structural organization independence of each educational institute in realization of joint goals and objectives. Cooperation – is a result of much close interaction of educational structures as the sum of mutual supports and improved coordination of activity on additional trends and forms of service. It is done to reach the final results in a field of professional training of graduates. Often, cooperation provides interests and demands of several educational institutes. Gathering together all levels of educational activity, the Government passed step by step from the Ministry of Higher and Secondary special Education, then State Committee on Higher Education and finally to the Ministry of General and Professional Education, in fact, realized in its structure the idea of vertical multi level education; not just in higher school, but in general on every level or step of education. At present time, a new type of educational institutions is being established in the Union of Independent Countries (UIC). Instead of a centralized system of higher education we have infrastructure of education institutes based on both state technical universities and newly appeared non-state institutions that provide necessary educational service for masses, industry and financial structures. As a result, we see a trend of expansion for humanities courses and such courses as management, marketing, law, etc. to make technical universities closer to the other ones with classical education. All educational universities over UIC are involved in this process. To be competitive these establishments should have deep cooperation and collaboration. For example, open associated universities are considered to be appropriate structures of mutual collaboration. For universities in the south of Russia and in the east regions of the Ukraine, that have their own curriculum, a number of specialties, financial and personal base, there appears a complex task of developing the principles of intensive and profitable cooperation in the sphere of educational services. The most promising form of collaboration seems to be a cooperatively inclusive teaching. Taganrog State University of Radio Engineering (TSURE) and Donetsk State Technical University (DSTU) have agreed to cooperate in the form of Russian-Ukraine University (RUU). The main and basic aims of RUU: providing the citizens of both countries with the opportunity to get higher education in TSURE and DSTU according to the curriculum and specialties of universities; promotion the expansion of education area of both countries; integration of TSURE and DSTU into international system of higher education. Developing the relations between Russia and the Ukraine in all direction, so as to encourage development of the regions of Azov and Black seas. The activity of these universities in the form of RUU allows the Ukrainian students to get higher education in TSURE in the following majors: radiotechnics, information science, underwater acoustic, non destructive control; new majors: biotechnical and medical systems and apparatus, standardization and certification, organization and technology of information security; these new specialties have appeared on the base of scientific research and projects carried out in TSURE. In DSTU Russian student can choose the following specialties: metallurgy and machine-building , power engineering, automobile and road-keeping, road-building, etc. RUU develops rather acute problem of carrying out the research in the major directions of science and technology with the aim of solving the problems in educational, social, and cultural spheres. The activity of these associations treated as innovative forms of regional and international cooperation allows to make considerable contribution of these educational institutions in promotion the development of the regions. On the first stage, a coordination of educational activity of universities plays the main role. Without such coordination the opportunities in educational sphere are narrow in modern world. This why we put up emphasis on inter universities collaboration in different regions and establishment of representative centers and filials in far regions. Regionalization of education has become the reality of modern status of Russian society, but has not been formed completely. One of actual tasks is the orientation of regions (through the administration structures) on management and coordination for the flows of qualified graduates and objective forming of regional demand on present moment and perspective terms. The coordination for management of regional government and educational institutes in this field could be the solution of this problem. The main objectives of regional politics become: promotion of TSURE as a large university at the south of Russia with powerful structure of filials, professional orientational centers for graduates of high schools, representative centers which provide wide specter of educational service; getting profit in educational business providing much qualified and various educational service in comparison with other universities. To maintain these objectives we do systematic active work in different forms for each region which consists of the following: powerful layer of under university preparation (for high school students) which includes wide net of centralized national testing; accelerational education in regions; regular education in filials; wide system of classes for advance and additional qualification. From the juridical point of view, it consist of: establishment of filials, representational centers, professional-orientational centers and such innovational constructions as Russian-Ukraine university and North-Caucasian Associated State University. Formation of contingent from different regions with the acceptable for TSURE quality of knowledge, however, is the main task for the centers of under university preparation. This is practically maintained through the special classes which are provided in interested regions. The main regional structures of university are filials. According to the official documentation of the Ministry of general and professional education of Russian Federation were opened the filials of TSURE in following cities: Tuapse, Georgievsk, Gelendjk, Yeisk, Volgodonsk, Elista, Nalchik, Rostov-on-Don and Pyatigorsk. Besides regionalization of education, the own specific conditions are putt together for each separate part of regional territory. In this case, it is necessary to provide the integration of education activity in industrial city and closer territories. However, formal territorial boundaries of consideration and solution of such problems may not match with administration boundaries of the cities and regions. The analysis of industry and institutes of secondary and higher professional education in Taganrog shows that there is satisfactory correspondence between the demand on qualified specialists of middle and higher step in industry and specialists which are educated by urban educational institutes. This correspondence of urban educational sphere makes up actual problem not just coordination, but establishment of urban educational structure (with the type of open university) for the management of students flows on different educational levels. Consolidation of educational institutes into the general university structure solves a range of important problems. It seriously enlarges opportunity of getting education on chosen specialty, gives feature to change educational program during studying in university, accept students of different colleges into university environment, transfer educational process in colleges to the departmental technology, raise up requirements to instructors of colleges and etc. To defend this idea we can take an example of several developed countries where one can see powerful educational structures like huge campuses of most famous universities. The establishment of territorial educational structures should be based on analysis of profile of functional educational institutes in each city. For the regular and small cities in Russia the optimum is the presence of institute with humanitarian and social-economic or pedagogic profile as well as technical one. As a result, we have the base for the new educational structure which join together colleges, lyceums, technical schools. Taganrog city has State radio-technical university, State pedagogical institute, Institute of management, economy and law, several colleges and satisfy all requirements one can ask for university campus. In perspective, it is possible to establish the humanitarian-technological university, which will be formed on the principles of open University. The organization of such integral educational institute could be done with the support of territorial administration and directors that leads educational institutes and industry in each city. Such system will provide the stable educational structure with the main task to provide equal opportunities in chose of educational program from the lowest level of education to the highest one. The amount of graduates who prefer to leave city after graduation will be essentially decreased. Interaction within such structure will provide coordination and effectual service of professors and instructors. Therefore, the new system of federal (central), regional, and territorial educational activity are came on the surface. It is possible to form entire circle on the educational expanse, including such city structure as City career service. The formed conception of federal, regional and territorial activity of Taganrog State University of Radio Engineering is trended on getting the main aim in near future – Using the skills of establishment of associated universities and regional structures to have them as the powerful expedient to provide perspective, modern educational, and the best traditions of higher school in the south of Russia and near-by foreign countries.
